Can the char view(top down) or camera angle be changed in KR ?

Nope, KR is limited to the same view 2d uses due to two reasons:

1. As long as the 2d client remains supported, the servers are limited to functioning with the 2d client and thus do not support additional points of view or movement that 2d cannot do.

2. The artwork is made due to the constraint of the 2d client and thus do not have multiple viewing angles

Yep, sadly this was only a halfway move again.
They should have made KR full 3D compatible !
Shame ... :(

They tried to cater too much to the "It isn't UO unless its 2d" crowd only to have them hate the client in the end anyway.

You're right, they should have gone the full 3d route even if the Y axis of the camera stayed fixed in the current isometric setting, being able to rotate the X axis would have been nice.

It would also have helped the patch sizes if they had used decently polygon count models (ala Civ 4) instead of trying to create a "hybrid" version that uses 2d stop-motion technology projected on a polygon.

Yeah, but look at the perfomance issues they're having with just low-poly character sprite projections (though it runs well enough for me, definitely :p)... can you imagine how much worse it would be if the characters were solid polygons?
