its kind of a hard order to fill... someone's probably working on it so you might need to be a little more patient with this order than you normally would =[

I seen a bag of scrolls for sale somewhere, i think maybe it was outside the brit gate

outside the brit gate , 3 vendors on top of a house across the street, the necked one has scrolls , 11 of them 3k each or something , I just looked at it

You will have to do the 3 quests to use the book just in case you didn't know that. One for the book and the ability to use the skill and the 2 quests to use the summon fey/fiend spells.
