bug with aquariums

I have 2 aquariums I used vacation flakes on a week ago. I check them today to add a new flake and find 1 is overfed and 1 is fine. OK, chalk that up to random nonsense of the system. I decide instead of using another flake I will tend them and get them back to full/strong status. I go to add water from my pitcher and neither aquarium will accept water. Both give this error "You cannot fill this locked down item with liquid." I have not moved or changed the aquariums in any way since I originally placed and locked them down.

Note: I'm not looking for a workaround. I'm looking for an explanation from the Devs as to why they were changed, or if this is indeed a bug.

Sounds like yet another deco bug created by that damn dresser issue.

I say get rid of the dresser and the fix they added and let's get back to business as usual.
