Bug? Refreshing Classic (Legacy) Ships...

Dont know if this a bug or not but today there was a legacy boat I came across that was "In Danger of Collapsing" (it wasnt mine); I went up to it and double clicked the haul (where the plank would be) and it said "That is locked" but on the status bar it said that the ship was refreshed and its conditioned changed to "Like New"

Did they change something? I dont recall ever being able to randomly refresh other people's ships.

I would try it again but I ran around a bit and couldnt find any other dry docked Legacy ships.

Happens with all ships now. Its probably in some way related to the other ship bugs causing runes to haywire and fishmongers to lose them. It all seems to be tied to ownership. With the new changes to the system from High Seas, so that modern ships have a complex access routine, comes all theses quirky bugs. I would go so far as to venture a guess that issues with login servers, which seem to control account entitlements, talking to game servers could be the ultimate issue.
