BUG crafting Gargish Cloth Armor?

Quick question, not sure if this is a bug or not...I'm training a new tailor tonight, and Stratics says that at 82.9 I should be able to make Gargish Cloth Kilt 50% of the time. Now, in game, it says that with 83.0 skill, I have a .4% success chance. So, is this a bug, or a simple error on Stratics part? Devs?
