(Question) Blank Scrolls and NPC vendors

Hello.
Are any NPC Vendors offer a blank scrolls on Siege P. shard now?
On several pages I found conflicting information about that.
Unfortunately, I do not have a character on this server yet - I can not check it myself

Yes you can find blank scroll on NPC

Shopkeepers do not sell resources (ingots, boards, leather, wool, arrows, bolts and feathers).

Scribes sell blank scrolls.

The resources you listed above are the ones that NPCs do not sell here. So yes, that list is still valid.
You can however buy those items from player vendors.

Looks correct - You also CAN buy jewels, reagents, scrolls and bandages.

That list looks accurate, to me. However, if you're concerned about finding supplies, you'll find any of those supplies in pretty reliable stock on player vendors. The Vendor Search featcher should get you pointed toward anything you need.
