better bods at 100+ tailoring compared to 70?

my 100+ tailor consistently gets better bods than my 3 other Bod mules who have 70ish tailoring, any ideas?

From the FAQ:

What kind of BODs do I get at different skill levels?

From 0.1 to 69.9 you will receive BODs that will help you gain tailoring skill when filling them, so you will get normal quality cloth and normal leather BODs. From 70.0 you will receive any kind of BOD: normal/exceptional quality, normal/coloured leather and LBODs.

What the FAQ seems to be missing is the fact that you need to be GM Tailoring to get the best quality BODs. Any higher than GM makes no difference. But keep in mind a change to BOD gathering is coming soon and having Legendary tailoring may improve yoru BOD quality even more.

yes, I am almost positive that at 100+ you get better Bods on a regular basis

No need to be almost positive. You DO get better BODs at GM.

seems MUCH better at GM to get exceptional etc. bods, I am going to get 100 on all my bod gathering dudes- can get to 104.6 with oilcloths, seems simple enuf
