"To approach stealing a bit more selectively:
Use the Snooping skill to peek inside a container or backpack.
Select the specific item to steal and drag the item into your inventory.
If successful, the item is moved to your inventory. "

That sounds horribly outdated. You can't drag items from other player's packs, you have to use the stealing skill.

Snooping does not reveal you, but as soon as you use the steal skill you are. Actually low snooping may reveal, I forget. It has 100% success at 100 skill.

this thief added begging to bu used occasionally. He wears clothing acquired by begging, and stolls around bank begging from npcs' and players. During this, he uses disguise kit. Do you know- not a single person has ever looked twice at me. People normally get nervous when you get close, but ignore me as person of no consequence.

Yes, low level snooping will reveal you...it always has. I knew some players who would lock it at 95 just because they wanted the extra 5 points for another skill and very rarely ever failed. The reason I always took it to 100 was because I didn't want to fail that one time there was a really good item in their pack.

I do believe at 95 you stop being revealed when noticed, but can be noticed 5% of the time which can tip the mark off that a thief is in the area...la
