Bard mastery Quest : Where are the Quest Givers ?

I went to the Britain Conservatory on a shard I play looking for Sir Berran the Song Wielder, Sir Hareus the Battle Rouser or Sir Falean the Spirit Soother (Quest givers according to http://uo.stratics.com/php-bin/show_content.php?content=31482) but they are nowhere to be seen and I could not get the book.

Are they some place else, perhaps ?

The quest is just on test center right now. It won't launch for the rest of the shards until, probably, later on this week, presuming additional testing or fixes isn't required.
