pay they will go instant Rioter so keep their bar up

*If you wish to Capitalize on your Loyalty Gains
Try to calm them before they turn Rioter*

How to Arrest The Angry Rioter
-Find the Guard Captain in the city
-Double click the pink chest near them to receive a Guardsman's Rope
-Search the City for Grey NPC names____The Angry Rioter
-Double Click the Rope, target the NPC
-Walk or Gate the NPC back to the Guard Captain
Don't get to far ahead of your prisoner

*If you wish to Capitalize on your Loyalty Gains
allow the Rioter to start fires and throw trash*
