I am not 100% certain, but for some reason I have it in my head that they're not obtainable anymore. I'd like to get myself a set if it were still possible though.

arrow shafts are in tinker shops avaible.
just look in all chests, barrels, crates.
you need patience but there should be some of them.
but not sure if they are removed.
the other way is to get them from an idoc like me.

I just got one in minoc out of the tinker shop. You have to have lockpicking to open the chests, and stealing to get them out of it.
