I do believe those caps are old and were removed. They added diminishing returns instead. The more you have the less it gives back.
As to the others, HCI & DCI cap is 45. Damage Increase is 100. As far as I know there is no cap for SSI but the fastest that you can swing a weapon is 1.25.
HP regen is indeed capped at 18 (plus 2 if you're human), stamina regen is indeed capped at 24, mana regen is not capped but has diminishing returns.
Rpd has no cap
lower mana cost is capped at 40
dci is capped at 45*
hci is capped at 45 (plus 5% for gargoyle)*
damage increase in pvp is capped at 100
spell damage in pvp is capped at 15 or 30 if you use a pure template
specific eaters are capped at 30
damage eater is capped at 18 and does not stack with specific eaters
hit point increase is capped at 25
swing speed increase is capped at 60%
enhance potions is capped at 50
faster casting is capped at 2 for mage/mystic/necro
faster casting is capped at 4 for weaving/chivalry/i'm going to say bush but not sure (unless you have mage or mystic over 70)
fast cast recovery is capped at 6
*people will tend to have more than 45 dci/hci to counteract hit lower defense/attack
