[Lock Picking] Any Public Lockpicking Houses on Great Lakes?

Does anyone know of a public lockpicking house on Great Lakes? The only one that I know of is at THB and the room has been locked.

If there arn't any then I would like to make a set but need advise as to the carpentry skill level required to make the the different level crates.

Any help would be appreciate.

Besides that skill gaining on lockpicking got changed. You dont need any longer massive amounts of chests.
