ok, so my blood elf rogue is lvl 20...how/where do i get/train poisoning?

The quest "Mission Possible But Not Probable" from Taskmaster Fizzule starts the chain that gives a horde rogue the poison ability. You get that quest at level 20.

You have to start the quest "Rogues of the Shattered Hand" first from the rogue trainer Zelanis in Silvermoon City. It's a 3 part chain that in the end leads you to the quest mentioned above.
