It might be a bit easier to work out if you could post the screen shot in english, so we can see what it says and how it works.

It's an old charged cloak of an invisibility, there are numerous items of this type.

Some people will pay well for them though between 1k-100k per charge, but you have to find those people first heh.

ok seemed to be a display bug in 2d client. 3d client shows the charges
