[Tinkering] Advanced Training Dummy Bug?

Trying to make the Advanced Training Dummy and even though I have 2 Plate Tunics in my backpack it says I am missing it.

Is this a bug or am I doing something wrong?

(Yes, I have the Gothic pack)
