Account upgrade broken?

hyas,

came back from vacancy and eagerly buyed SA. But when I try to upgrade my account, I only manage to get to the page with "Rules of conduct". On accepting it, the next page will not load (site is not available). So I am terribly frustrated; but to be constructive: Does that mean the EA server is down? Or is this an issue with my comp?

A few others had this trouble.

Clean your PC as good as you can. try again.

I just went to the PC in the other room and re entered the code and it worked fine.
