Make a really difficult unscriptable quest that takes 2-3 days to complete and upon completion, grant the character (or one on the same account) a shard transfer.
It has to be difficult and it needs to be secure from abuse.
You could have different aspects such as puzzles and random difficult spawn to kill. Throw in a storyline and a bunch of NPC's to connect it. I think it would increase the depth of gameplay that UO is famous for and it would allow people to acheive this reward though gameplay (which has never been available) as an alternate option of buying the item from EA or from it's "competitors."
