I put some on my vendor a bit ago. Gloria in Makoto at Willis's fine vendors across the wall from the moongate. If Vanessa didnt buy them all up.

Maybe you know, do the poppy plants produce more seeds or do you have to farm them over and over?
Also, does the powder work on a whole stack of seeds?

The seeds have to be farmed each time you need them. You will get 8 dust off of each plant and each dust will give 8 charges, and they will work on a stack of seeds. Gloria still has one dust on her.
