[Price Check] "a cloak" with + 10 dex bonus

Hi all,

My friend has a cloak named "a cloak" that has a + 10 dex bonus. I wonder if this is a rare cloak and would like to do a price check on it for him.

Does it say it has "charges"? There is a few boots and cloaks out there with 10 dex, 10 str, 10 int with charges though.

Maybe a pic might help a ton, But the "charges" type cloak is more of a nice trinket, maybe 500k-2mill just depends.
