A book about "The Fallen" in Brit's Public Library

Is this already known? Right inside the library outside of Castle British, on the table is a locked down and unchangable book titled "Charger of the Fallen", and it tells of a warning about "the Cult of the Fallen", who served Mondain and still are around.
This cult would likely be one of the factions in the coming months, I think.

It is there to provide some fiction or whatever for the charger of the fallen if I remember right. I read it once but can't remember what all it said. Pretty cool book though.
