i think a huge deciding factor is location... an 18x18 surrounded by tall houses in a small overcrowded area... is worthless to most... But with a nice open front, or on the water, or close to a town or moongate etc... just because you can go place an 18x18 anywhere in malas doesn't mean you are gonna get a good location... if you only care about a place with lock downs, then yea go squeeze one in....
