13th anny gift ticket -- "cut off" 11/28?

What does "cut off" really means? (the char cannot receive the ticket? or the ticket will become invalid to use?)

From what I've seen in the past it simply means no one else can receive a ticket. Existing tickets should still be usable after the cut off.

The cut off is at the mantence for each server on the 28th.
So when your shard comes back on the 28th you may no longer log in a character to get a Anniversary ticket.
You can use the ones you have any time, there is no limit on the time for the tickets collected.
