It's one of the new 10 anniversary artifacts that you get from killing mobs in anti virtue dungeons. When used you get an additional 500 luck that stacks with item based luck for a short period of time. I haven't tried it myself, but supposedly theyre reusable.

The luck bonus you recieve is based on account age. 700 should be the highest.
