there is always the Novo Bleue set from cleanup. it gives 400 luck 6/3 casting with hpr 2 and mr2.

Little too risky with not enough reward for running that set on my everyday luck suit :/

I don´t remember seeing many 1/3s with high luck during my lootings.
Might be easier to hire an imbuer to get a few sets. Will cost a bit though due to the essences needed.
