Stealing from Reds Flags You Criminal

I started playing a thief the other day and noticed that when you steal from a red you are "flagged as a criminal".. Your name won't go grey, but when you attempt to use a moongate you will receive a message that says you cannot leave because you are a criminal.

Is this normal? I could have sworn this was never in the game as of two years ago.

You can only steal from people who are flagged, unfortunently, there is no way to tell which red is flagged or not....

you will also get this message when stealing from crates or chests in shops. Its funny how you can steal something in a dungeon like Doom and be able to recall, right away, out of there, but steal from a shop owner you are stuck till the timer wears out.

It's always been like that and reason for that is you reamin blue BUT you are flagged grey to that red you stole from, why you cant use the gate for 2minutes

You can't recall or gate away, but you are not really criminal. If the red try to attack you in the city you can call guards on him. In other words stealing from reds turns on something similar to the "heat of the battle" but it is not a criminal act.

You can't just walk around the gate and pop in and out.

Well i can see how that works. It's ok to kill them and walk away scott free but for some odd reason, stealing from them is very very naughty.
