Even after 8X8 I still worked chiv on the move. Often times working in areas with multiple server lines such as bucs den. Give that a try and let me know how it works out for you.
I believe they removed the movement stuff from just about all skills. The usual suspects should be address of course. Which I am sure you have already addressed. So it might just be a very thick wall or that you should step up what you are casting.
I'm at 87, and I'm casting holy light. My skill tutor statuette tells me that it's the optimal difficulty level. I'm only trying to get to GM right now, I may scroll it later on, but I haven't decided for sure yet.
Not sure what your template is or whether or not it is for PvP or PvM but... is there a reason you want to GM Chiv? For RP purposes or just the satisfaction of doing it? The reason I ask is because at 90 Chiv you'll pretty much hit each spell on every cast. Once in a while the higher end ones might fail - like EoO - but it's not that often. My Paladin is mainly for PvM though so I can't really comment on whether or not GM Chiv is any better for PvP. Good luck on getting the last 10 - I salute you
