No...you dont. If you truly did understand you wouldnt make this suggestion under the premise of a few bad apples breaking the rules.
I also know exactly that the majority of the pvpers and duelists cheat... and then post their pictures ignoring that alot can be seen about their profiles and thought process.
Again false. As others have mentioned not everyone reads the boards. You see a percentage of people posting thier exploits, but this hardly makes it the majority. (I cant think of how many times I was accused of cheating for the usage of target query in UOAssist alone)
Pvp became an ego trip for some... a way of making $ for others...
Lets not forget about those of us who PvP to kill those with ego trips.

You dont have to. Pick and choose your guilds the same way you would choose a job. Look around, find what suits you...if it works you stay, if not you look elsewhere. Not everyone gets lucky enough to choose the guild thats right for them the first time around. If you think backstabbing is necessary to sever ties, then there are other issues afoot than choosing the right guild. BTW...there are alot of people whom play in different guild types. Often times spawn guilds only require that you dont spawn with another guild, which leaves an opportunity open for both PVM and PVP

UOAssist does what you dont wish to use. It completely legal. If you dont have UOA then I suggest you try KR. It can do the same things that UOA can do without the price. (most of the same things like macros and auto target query) If you are a bad player because you refuse to adapt to using either of these then you are indeed a bad player. Complaining about using what is legal is a bunch of rubbish.

As do others. Again though, you are asking for a system revamp because of the actions of a few. Keep in mind too that you are in Felucca...and if you cannot kill a bot running a script then you have a problem that extends beyond power scrolls.
The devs ruined the value of most items... I believe there is a purpose behind this... a purpose that will lead to balance and fairness...
Your fellow player ruined the value of items, the developers were responsible for ignoring the signs of this. Again...in regard to balance and fairness, it is impossible to get this when your solution will implement even more scripting.

NO! Put in the efforts to getting them in Felucca. You have several ways to do so.
1) solo spawn on a dead shard
2) solo spawn at a remote location
3) join a spawning guild
4) steal scrolls from players
5) buy them from spawners
Thats five options to get what you want. If you cant make one of those work, please find something else worthwhile to do. (I have mentioned to others on several occasions that you can make millions a night with a noob char completely legally...so to complain IMO is just showing laziness.)
