1. What is this "Spring Cleaning" anyway?
It's a non-permanent* public collection on the basis of a point system*².
* The item-for-ticket phase has ended. The collection box is still there and you can turn in tickets and redeem points for rewards.
*² "Each item that can be turned in is worth a certain number of points, and you can then spend those points to get the reward items." (FoF April 25, 2008)
A public collection has two main goal settings:
a) Performance improvement.
Recent cleaning events have shown that taking out lots of items from the game can make it measurable faster.
a) Gameplay.
Obviously, it's a general 'fun'-feature. Collecting seems to be a basic human instinct.
With the rewards and even more so with the accepted turn-ins, particular facets of the game can be emphasized. For example, some skills were revalued a bit due to the way of acquiring certain turn-ins.
Main area of turn-ins:
Phase 1 (Pub.52): Special loot from the Ophidian Invasion and from events at Magincia and Moonglow. Some gift items.
Phase 2 (Pub.53): Introduced all kinds of artifacts, boss monster reward scrolls, treasure maps and fishing yields. Vanguard event loot also.
Phase 3 (Pub.54): Added rares, more gifts, more boss monster rewards and some crafter-related stuff.
The collection rewards are basically deco objects and set pieces for unique armor (or jewelry) sets.
Each phase includes the previous one(s).
Ultima lore: Right now we are in the 'Warriors of Destiny' live event and this collection is tied to it. For those who played continuously over the last years, this collection adds up to the Inu-the-Crone plot (especially phase 1). If you want to know more about this, you may read in Inu Wiki of UO Guide.

2. What is "cleanable"?
Err... nothing! As part of Publish 55, you will no longer be able to hand in items to get tickets. The NPCs are gone.
I won't delete the lists just in case they are needed for any purpose.
3. Where to take it and what to do:
The collector NPCs are gone with the introduction of Pub 55.
4. And the rewards?
The collection box is still there and you can turn in tickets and redeem points for rewards.
To get a reward, doubleclick the chest next to Onoe, click the "rewards"-button and then choose one from the list by leftclicking it. A tag question pops up and when you confirm, the item (or deed) appears in your backpack.
To see the offical lists with rewards, use the links mentioned in the turn-in section. The tables of the rewards are also ordered by points.

5. Are there any regional distinctions at Siege Perilous?
Same changes as on the other shards: NPCs gone, chest still there.
The locations of the traders are partly different. Calaid and Onoe are in the guard tower southwest of West Britain Bank and so is the turn-in chest. There's another chest in Luna (east wall of central building, close to the stable) where Yonns should be, but due to the current event he was driven from his assigned location. He was last found on a peninsula west (and a bit north) of Luna. He is not far-off the city but it is risky to trade with him because on your way there and back, both can be looted from you: the item(s) you want to give him and the ticket(s) you get from him.
"Carnela The 7AE Trade-in Girl", located next to Onoe and Calaid, and "Antonio The 7AE Trade-in Guy" in Luna are not related to the Spring Cleaning Collection. They are part of another reward & return programm, valid only on Siege and Mugen.

1. What is this "Spring Cleaning" anyway?

- Yonns the Collector (Britain (Trammel), in front of the Artist's Guild, just north of First Bank of Britain (AKA West Britain Bank, WBB))
accepts: Grobu's Fur, Minor Artifacts, Major Artifacts, Powerscrolls, Treasure Maps, SOS and MIB's, Special and Fabled Fishing Nets, Holiday Items, Gifts & Halloween Items, SOS Pre-Chest Loot, Stealables Artifacts, Colored Eggs.
- Makiko the Samurai (Zento, Rokuon Cultural Center, 1st Floor, near the south entrance)
accepts: Ophidian journals, Ophidian orders
- Lozat the Numismatist (Britain (Trammel), East Britain Bank)
accepts: Copper shillings, Silver Crowns, Gold Sovereigns
- Calaid the Soldier (Britain (Trammel), North guard tower at Castle Britannia entrance)
accepts: Ophidian rations, Slippery snake skins
- Onoe the Soldier (Britain (Trammel), South guard tower at Castle Britannia entrance)
accepts: Cursed artifacts, Maginia rubble, Planesword, Planeshield, Staff of Pyros, Vorpal Blades, Magical weapons, Magical ophidian weapons, Berserker's Scythe, Ophidian Berserker's Bardiche, Inavlis's Burchete.

- Buford the Collector (Britain (Trammel), in front of the Jeweler's shop ("Premier Gems") in Britain, just east of WBB)
accepts: Golden & Champion Skulls, Moonstones, Dailies and Crate Rares, Bags of Sending, Recipes, Parrots, ID & Glacial Staffs, Power Crystals, Clockwork Assemblies, Talismans, Origami, Peerless Boss rewards, Hag Quest Rewards, Orcish Kin Masks, Tribal Rewards, Paragon Chests, Music, Gear, Plague Beast Core.
Say "info" next to them and they'll tell you what they take. Then just drag and drop the item on the collector. If accepted, a green turn-in ticket (titled: "Spring Cleaning Ticket") will appear in your backpack with a value corresponding to the item turned in (see in list above).
Now you go to Onoe and doubleclick the chest next to him (titled "Spring Cleaning"). Leftclick the ticket icon and a cursor will appear. With this you singleclick the green turn-in ticket in your backpack. The points will accumulate with every ticket. Click the "rewards"-button to see the amount of points you already have.
The green tickets can be tranfered or traded freely, so it doesn't matter who has turned the items into tickets. In Felucca, the tickets can be looted and stolen too. It is possible to insure them, though.
But the points themselves (the ones you see on the "rewards"-page in the chest menu) are bonded to the character. No accumulation per account.

BUG/ERROR WARNING: Some bugs/errors were reported about turning in items in bulk. So it would be wise to handle them over one by one. Please heed this about Grobu's Fur: offical note
In some cases listed items were not accepted for any reason (like certain treasure maps, see here). If this occurs to you, you may search this Bug/error report and discussion thread for a solution respectively tell about it. It's worth posting in there because the dev team reads it.

6. How do I get exchangeable items?
Not at all. Again, the NPCs are gone.
1. Check your belongings
As the title "Spring Cleaning" suggests, it's an opportunity to get rid of something. It should encourage you to part with objects back-stored in your domicile which seem to be too precious for the garbage bin but then again of no practical value.
So, if have some ingame leisure time, just rummage a bit through chests, boxes and lockers and you will surely find something. Don't forget to check your vendors for any non-sellers.
2. Take advantage of your profession
You can find a simple list (ordered py points) of turn-ins which currently spawn, here. It might help to weigh the odds how to earn some points.
You are a fighter and you love the smell of mandrake root in the morning? Then try this:
- Help Britannia to fight back the ongoing invasion! Event monsters tend to drop special items which can be bartered, i.e. Vanguard Chaos Shield and Obsidian Blade each 2,500 pts. Too bad that the invasion forces seem to have a break right now.
- Struggle for artefacts. Veterans will prefer hunting Peerless Boss Monster or in Doom Gauntlet. Less experienced fighters should give Virtue Artifacts a shot as they drop by a point system in less dangerous dungeons and are Major Artis as well. (If you're wandering about the drop rate, check this.) Minors drop on Paragons in Ilshenar, on certain named monster (like Swoop or Miasma) in Mondain Legacy Dungeons, in Level 6 Treasure chests and on the sea monster Leviathan. Cursed Artis (5,000 pts) lately only spawned on Daemon Berserkers (part of the Invasion plot).
Generally speaking: Minor Artis give 500 pts and Major 10,000 pts. For details please check the turn-in list.
- Hag Quest Items or Bags of Sending can be obtained without too hard fights (250 pts each).
- Experts, go for the real Biggies! You can turn in Arties, Powerscrolls, Stat Scrolls, Peerless Boss Rewards, Reward Skulls and get a lot more high end loot. Earn mass of points ... and loose mass of insurance gold.
- Or you check out the "little" critters like Ophidians for Rations (100 pts) or Slippery Snake Skin (400 pts). Plague Beast Cores are worth 500 pts - as much as a Minor Artifact. Orcs normally don't crawl but you can make them do so while getting Kin Masks or Evil Helmets (100 pts).
- With Pub 54, Ilshenar is back on the map! Savage people sure want to trade with you their Berries, Spears and Masks (each 100 pts). Power Crystals (200 pts), Clockwork Assemblies and Music Gears (each 250 pts) can be found in robot corpes (Blackthorn Juggernaut, Exodus Minion, Exodus Minion Lord, Exodus Overseer, Golem, Betrayer). And if you're lucky to encounter any Paragons, you may find some nice Chests (100 pts plus Treasure Map) or Arties (500 pts) or death (0 pts).
- Whatever you hunt: take every treasure map, even the smaller ones (100 - 1,000 pts).
Fishermen: Sail the deep seas and throw out your fishing poles. If you find a SOS/MiB, it's recommended to use it instead of turning it in directly (only 100 pts). Pick up everything what is tagged "Recovered From A Shipwreck" (250 pts each).
Special Fishing Nets are good turn-ins (500 pts). Wether you better turn in the fabled, white ones (5,000 pts) or use them depends on your fighting abilities. Remember Jonah?
Thiefs: Show your competence! You can steal the turn-in items, you can steal the tickets... perfect! Now you just have to bring those wealthy simpletons to Felucca.
And all this precious, stealable artifacts laying unnoticed in the dungeons of Tokuno and Doom? Get them! Who will miss them anyway? That Balron behind you?

Crafters: With Pub 54, Carpenters, Bowcrafters, Tinkers, Smiths and Tailors can participate in collecting points. Craft to a fare-thee-well while doing Heartwood quests and you will get a steady flow of turn-ins with Talismans (250 pts) and Recipe scrolls (100 pts) and maybe even some good gains on top of that.
Treasure hunters: You're the lucky ones! You can dig up the chest and still turn in the completed map for the same value. Completed or not, they're both accepted.
About digging up a Level 6 treasure you should consider this: The map itself gives you 1,000 pts, the (Minor) Artifact only 500 pts. Greater and Ancient Dragons may spawn and are hard to handle, especially as the initial wave. So if you're only looking for points, don't dig it. But is it definitely a challenge and can be fun.
