Put a timer of 30 days on every high end item and runic kit in the game, in 30 days that item gets deleted if not "purified". Something happens to them, like they become infected with blackrock. You have to do a quest to "purify" it.
If you are actually wearing the artifacts, they are skipped (no need to purify). If they are in your backpack, bank, or house, they become account bound to you. You can purify 20 account-bound items per account through a simple one-minute quest.
Anything more than 20 (up to 100) has to be done through a much more complex quest. Something difficult to accomplish, perhaps as difficult as doing the virtue cloak quest. So if you have way more than 20 items to redeem, it is possible but much more difficult.
If the items are in a house, the items become account-bound to account that owns the house. If they're in a bank or inventory or beetle or vendor, they're account bound to that character that owns it. Any other items (such as in a ship hatch) cannot be quested. An account can only quest to purify artifacts that are bound to it. (In other words, a duper with an account that has 1000's of dupes will have to quest every one themselves, in less than 30 days, to save them all).

This will make it so someone sitting on thousands of dupes will have no chance of legitimizing their ill-gotten gains, while regular players shouldn't have much difficulty.
