$14.99. One of those things that either should have been made free long ago, or had the price cut in half (same with ToL, and the Gothic/Rustic boosters need to be half-price as well). Everybody who really wanted them has either bought them, or is not going to pay full-price. Cut the price on those things, and a lot of people might pick them up for 2nd/3rd accounts.
I still don't understand how it's needed for this event
it was always strange to me that it was initially free for everyone who had an account active when it came out.

Because the items that use fuses and black powder. The Siege kits are converted cargo. That's from High Seas
Can they use the siege kit just not build them ?
Just a crafting restriction.
So even if you buy the fuses and powder you can't craft them?
I am hitting the seas now to gather some fuses and ingots. I would recommend if you don't have High Seas and can afford it, buy it. I didn't try pirating in game until Shrouded Sails and had a lot of fun. It's super handy to have access to Dread Pirates for animal training and it's a much less monotonous way to get ingots than mining.
