Can't get taming quest creatures to spawn in NL

I have the lure for both Frostpaw and Thunderfhoof but cannot gte either to spawn. Anyone run int this? I have 110 taming/lore and 89 vet.

They are on a timer. 2 to 3 hours. I brought that up many times during beta.

Wait or go back often.

Is it possible to have over 100 skill on NL?? I thought everything capped at GM?

My apologies, usually I'm dictating answers but if I'm in a hurry or pissed off I'll sometimes type them out and autocorrect does what it does. 100 is the cap so far.
