Melee fighters need all three stats. If you're not going for Max Strength with a Melee Fighter, then why bother? You need it both to hit hard and to maximize amount of HP. With 6 total stat points, these are better than the Dex boots with only 4 stats and generally unneeded stam regen mod. If you have a dexxer/melee fighter already at max dex/str, then you can lower your real stats by a couple points and stuff it into intel for more mana.
PVM mages won't need the Dex, but PVP mages could benefit from this. For PVM mages, it will be a wash with current Intel boots, but atleast there is some variability to have either +4 Int or +2 Int/+2 Str.

I took all 25 that were for sale on Asuka (like 2 gp per 10 or so) and planted my bard's bank box . This is my first gardening experience by the way.
Since the Balron armor and vambraces came out, I finally got my 150 strength. I use mana leech so I don't run out of mana. My archers and throwers usually need the 4 from boots of escaping.
So I am not missing something that others are seeing in them. I do like those spawns so I'll get 50 or more of them. I don't think they will sell for 15M like the belt and sash.

Before the garden beds I would plant 50 on my 18x18 roof.
You have to care for them every day and have water and cure potions.
When the plant dyes came out I finally had spending money!

Perhaps you don't need them personally for your toons, but that does not mean these items cannot make them better. Your comments blithely jab at the item as if it's not better than the dex boots (example below), when they are at the very least on par with them, if not better for many builds.
Per the reasons stated in my last post, these boots are definitely going to be a mainstay for many people and likely become darn close to being best in slot. Especially if they're cheap and plentiful, they will be highly used. Not everyone can afford the Balron Armor and Vambraces, especially as prices on them are likely to increase while the cheapest are purchased with no new ones to replace them.
Top tier ranged characters are going to prioritize Dex to hit quickest, but Strength not far off. Intel, while not required, is still going to be a stat folks with good builds are going to want to maximize - the more intel the more mana the more you can chain AI.
I get it. But, when I first saw the new belts, I thought I would not use them, but after someone explained how they can be better than tangle for a mage I changed some stats and use them on a few toons.
So, I just want all the info I can get on these shoes.
Your posts will help others decide which boots to choose also and make a market for my spares.

Is the Champ Spawn Boss drop (Boogie Boots) once per character, one per account or no limit?
Will probably be like the last two:
You have to kill mobs from each level. (participate in spawn)
Get looting rights on the boss.
Can get multiples on a toon.
The other Spawn Boss drops were not shard bound, so hopefully the same for these.
I got so many because I took a guy to play on Atlantic and when the timing worked, I could do the spawn on LS then do the Atlantic spawn while the timer was running on LS.

What we do need is a way to catch rare fish that isn't crap... Even using bait it's a ridiculously small chance... so yes I suggested a bonus to fishing... but also.. +1 chance to rare fish isn't going to break the bank...

I couldn't decide what to get... and then was gonna wait to get something... well... little did I know that was a mistake. As my son let his friend make a character on some shard that I don't know... and the little **** picked a vet reward cloak!!!!! and whats even worse... HE DELETED THE CHARACTER. Yeah... didn't like it. He thought you got 1 on every character you made... yeah. I was livid to say the least. Wait a full year for a reward... only to have it be used by some punk kid and deleted!...
Anyway..... the point is for something that you only get once in a year... it should at the very least stay in my hand. My other fisher doesn't need one... she has a pet goat. But my main fisherman is also my spellweaver... 120 magery, 120 spellweaving... fisherman. I rather like him and he wants to keep holding on to his fishing pole when he's blasting sea serpents and such... with the powers of Zeus calling down a bolt of lightning...

Funny how you are trying to do the same thing here. Isn't it frustrating when people who don't really have skin in the game on certain things try to speak to them without much knowledge? You are asking for a complete game overhaul on the way a fishing pole actually works; they aren't going to make it some sort harpoon gun where you can attack things from 10 tiles away and go damage. Add archery to your fisher if you want that.
While we are on the topic, why don't you offer you opinion on the fishing pole and what it should be? I have yet to see you actually say the fishing pole should have XYZ without trying to completely change what a fishing pole does.

@MalagAste Vet reward is just a reward. As I see them , none of rewards give you some bonus over non-vet players. Or less years veterans. Ethy all works same as a horse from UO store or one from 1 year pick. Craft stations are just quality of life thing. Luck bonus from statue? Ok, you need to kill more mobs to get same result. Easy achieved.
About SC on fishing pole - everyone habited to use magery on a Fisher cuz it is possible and convenient. Are other templates feasible for Fisher ? yes. Are you able to switch skills on a toon with in game methods (soulstones or skilling)? also yes. Can you switch a pole for a bow or soul glaive with mage weapon and lesser slayer (imbued using white pearl you fished)? yes.
So developers give you possibility to achieve something else just turning brains , craft /buy new gear , change your playstyle . And you say no ?

Really? Back in the day... the early days... I remember I wanted to "make my fortune"... and I tried my hand at selling sets of armor like everyone else... I worked soooo hard at gaining my tailoring to GM... man it was difficult. And then I tried selling them... well everyone wanted them dyed. I though was too young to have a leather dye tub... so I could not dye them... and rarely ever sold anything. It would be a whole year again before I could dye any of the leathers. You say there isn't an advantage? Well now there isn't... as anyone can use any vet reward pretty much... except 1 or 2... and ask people how much of a bonus that vets get with shard shields.

Shard shield is a bonus but even they are account bound you can find people who will move your stuff. It is online game where people communicate and cooperate . And devs made shard bound stuff to lessen this advantage. Or you can play on one shard , or use thing from UO store.
Once even cloak with resists was something. Nowadays it better than crafted ones only.
So now there are almost no advantages for vets , craft stations and repair one can be used by anyone. And purchased /installed too.
Vet pick is nowadays 130M and up. Hard to catch that amount of fish to return your money. And you will never get such investment returned using masonry station instead of mallets purchased in TerMur. But some folks have them , some are public. Just for "why not" .
It's hilarious that they can create these new drop menus for the salvaged items..but they couldn't add a "Fish Only" or Fish and Footwear to the fishing pole, instead they had to create a totally new Vet Reward wasting item...right....
Oh, that's just the very tip of the iceberg...
I've asked for no footwear many times but have always suggested it should be % based off skill like you know every other skill imagine if mages fizzled and fighters missed at 120 as much as we catch shoes. I have asked for poles to be imbuable i have asked for a fishing trawler but all these things should be part of an updated fish monger rewards not vet rewards high seas has so much potential like housing no other game has anything close yet it's just ignored..
I asked for spellbooks just normal spellbooks to be imbuable... but no...... I've asked for many things that just are common sense... but no. There are 100's of things that would improve the game... make things more balanced and such but no... they want to keep spellbooks as the reward you have to buy with hours and hours and hours of grinding just to get the same stupid ice slayer 10 times.. or some crap like that meanwhile dexers can imbue whatever they need whenever they need it... but mage class... no you are stuck with the RNG nonsense.
And yes... a fisherman who is LEGENDARY.... shouldn't be ever fishing up a boot or shoe... I'm sorry... that's just ridiculous. Cute while you are a newb fisherman... but for a legendary fisher... not so much.

@MalagAste non Imbuable spell books make sense to me because they are only reason to do inscription bods , they are blessed and have no durability. Imbuing should make them at least cursed to compensate this power.
Boots as I see them are made to not allow 23,5/7 fishing , even it can be avoided with goat/slime . And on macro. You also can trash them boots or drop in serpent's corpse. It is not a big deal if you are at the keyboard and not AFK.
If no footwear at 120 skill -I'll agree. It will be good reward for eating that PS.

That's the most ridiculous excuse I think I've ever heard... people do bods for the REWARDS... not for any other reason... And people will NEED blank spellbook to imbue so therefore they will need inscription... and many people need recall scrolls, gate scrolls, teleport scrolls and other things... which they need inscription for.... people make new characters all the time who need full spellbooks there is always a need for inscription... not to mention the bonus it gives... hence why my fisherman is also a GM scribe... Making spellbooks cursed is a stupid idea... curse every dexers weapons then... that is insane.
As for the boots keeping you from fishing 24ish/7 any scripter has already gone around that ... it doesn't do anything... My fisherman just drops them all into any serpent corpse... my other fisherperson has a goat...
It would be nice if the reward was a carpenter recipe... but that is highly unlikely. I don't want that to be a stupid transmog thing... as that is not a reward... that is something you have to BUY.
If you think the RNG is playing the game... then you are clueless... as we all know that the RNG has been broken for years. I recall one of the DEVs was going to fix it... and then poof he was gone and it never got fixed.

Blank spell books are sold on vendor , same place you buy reagents. Same that sell recall scrolls too. Having hard time finding them ?
Only reward worth working in inscription is soellbook improving talisman. Which together with 120magery leads to awesome scrapers or just spell books. Blessed and with no durability.
Gate scrolls ? Yeah, real hot seller.
RNG is same for everyone. Think it is not fair to you ? There was easy button picture posted somewhere , find it , use it. It will help. Or use VS : no RNG there at all.

No word yet. I wasn't there on TC when Kyronix was asking for suggestions but it sounded like he was asking for suggestions on previous rewards (not use if he asked for new reward ideas). I really do hope we get new items to work towards otherwise for me this event will be short lived.
It's hard to say if they will release rewards on TC1 though because the only time I think they actually did that was the last event. All the previous events I can remember, I do not think they released anything to TC1. It would be nice if they did release rewards to TC1 so we can give feedback but that's a toss up because the Devs may or may not listen to feedback because instead of just suggesting small tweaks there will undoubtedly be the people who are asking for every item to be best in slot items with 200 luck / 20 SDI / 10 SSI / slayer cameo / etc.

That's the problem with the people that think like you who want an archery style fishing rod. "Better" doesn't have to be "best" and completely re-invent the wheel. Better can also be an slight upgrade or a different set of options. I'm all for upgrading slots with items that add skills/unique combo or adding something like a kilt/fancy shirt (currently no stats) in favor of something like +75 luck or 5SDI etc but creating a full set of Balron armor with a cheap cameo for every slayer is over the top.
Seems like the same people that want to transmog everything because "they want to be different" are the same ones that want essentially a single OP suit that would be the same for anyone who wants to be in God mode.... stats would all be the same everyone running around with 150 in each stat but it would just look different (boring).
