and you have to wait an hour before they respawn.
you can call out in chat and see if someone has the Sculpting Tool
( vet station that holds 5000 charges)
and see if they will let you use it

no, you must purchase in Royal City.
Gargoyle Stone Crafter in the building below the blacksmith.
(it and blow pipe are non craftable)

Iremember someone asked at a meet & greet if they would make them craftable
(but I don't remember what was said. i want to say that a comment was made,
about you having to bribe them up, but I can't be certain what the respons was.)

make sure you buy plenty if your crafting alot. npc chisels come with like 20 - 30 charges
