Question about voting for city governor

On the UO site, one section states that any citizen of the city can vote for the governor. In another section, it states that you must have a loyalty rating of respectable to vote for the governor. Which is correct?

Have to have the Loyalty to the city to vote. 4k or 5k iron ingots gets you there.
