Help for fishing

I'd like to know if I use the fishing nets with a char that it is not a fisher and I have the same chance to find a loot like that I use a legendary fisherman. Or only a legendary fisherman can find a good loot?

I always use a non-fisher character for casting green nets. The loot is hardly ever baffling.
But I think I read somewhere that the devs will tackle the nets in one of the future publishes as part of their Forgotten Treasures project.
So if you can, I'd hold on to those nets for a while.
