War/peace, need help in pvp!

Hello, why does my enhacend client not take the initiative to start a fight?
I try to move from peace to war, even using a macro to attack the closest, it does not attack any blue players, only if it is attacked before.
Do you have any options that I'm not sure how to configure?
This problem has sometimes happened with char pvm, also.
