Bushido and Ninjitsu on Pets??

I really need help with this question. Am I right in thinking that only the pets from Tokuno Islands can learn Bushido and Ninjitsu? And if this is the case, why does the game give other pets the options under the special abilities and moves to learn the skill? Without paying attention I know a few people, including myself that has used high scrolls on pets in bushido and ninjitsu that was a waste! Can someone please help clear this up for me? I have been looking for days and even the GM's can't help with the answer. Thanks in advance for the help.

Some pet abilities require those as a part of the ability. They will gain the skills as they use them. But, They will not do other things from that Magic unless they are Tokuno pets.

Ninjitsu Cus will not hide and do Ninja attacks.

Bushido Cus will not do lightning strike or get the defense bonus from Bushido.

Maybe the higher level makes the Ability stronger so they scrolls are prob not wasted.
