Isn't that "Hidden Valley"? If so, the only way to get there was to park a boat at those coordinates before they pushed out the patch that added that landmass. When you logged back in after the patch, you were in that inaccessible area. I doubt anyone with a rune there will share it, as last I heard they were highly protective/elitist about letting other people go there, since a house can be placed there.
