Can it be confirmed if this armor piece can come as an enchanted origin item from the current Halloween event?

Yes. I've gotten 1 or 2 of them, have one on a mannequin south side of Zento on Chesapeake.

No robe or clothing. I have Wizard's hats. Any item that spawns with resists can drop. That and weapons.

Any normal loot item that can spawn with stats can appear as an 'of enchanted origin' item.
