I assume it's Nether blast, I don't play EC though, and that looks much different than the CC version.

I don't know what kind of damage it does, but it's pretty cool looking in EC

It is chaos damage, so no one really knows what kind of damage it does.

In the EC, as you know, you get a message how much damage is being inflicted. Have you ever noticed the message on the nether bolt damage?

Yes, but unless you are fighting something that you are 100% sure has exactly equal resists across the board, it is tough to infer what sort of damage this does.
There are better masteries to use.
