Want to buy a rune book pls

Never had these that I can recall back in the day.

Can someone please sell me one ? I've looked around for vendors but either they are empty or have stuff; just not this stuff.

On a side, but related note, if one dies on an island and loses their boat, is there a way to get back outside of relying upon another player?

Yes, you use the help button on the menu screen and click the I'm physically stuck button

If you're in a safe place like your home or a bank you can left click yourself and bring up a menu, one option is vendor search, that let's you look for the item on every vendor on the game...

Vendor search would have showed that my vendor had one rune book as well as a atlas runebook, you can shop from within the guard for my vendor as they all face in toward the banking area

if it's a normal boat and not a ship two keys are always made when you drop it in the water. So if you died and cannot get back to your boat use I am stuck in help get the extra key from the bank and gate back to the boat. A ship is an entirely different story.
