So they could be used forever for additional crafting related properties. What are possible values for success and exceptional boost? Are they dependent on number of uses talisman had?

These are like the tallies from heartwood but with the charges on them. Once the charges run out they work like a norm tally would.

It is by 40 uses. Oh you mean the % on the Norm and Exp, never happen the RNG controls that and we all know about "THE RNG" worst SPAWN (besides The Dark Lady) UO ever created.
