powerscroll/scroll of alacrity storage book bug?

I locked these 2 items down in my castle with the intention of using them, but when I tried to put a scroll in it tells me that they need to be locked down even though they already are. I don't have this problem with the scroll of transcendence book. does anyone else have this issue also?

Happened to me when I "secured" the books as opposed to "locking" them down. Try to lock them down and see if that helps.
