The developers threshold for "too overpowered" generally falls lower on the power scale than most players threshold for "worthless, don't bother."
Pretty much it.
It is a "Doom" Slayer with vulnerability to Undead.... Only monster it is actually useful against would be monsters inside doom that don't already have a slayer.
The silver tincture is POINTLESS.
Why have a "Doom Slayer" that makes you vulnerable to undead? Doom is full of demons and undead!
Just carry a demon slayer and an undead slayer and you'll be better off.

Only use i've seen so far is for the second room in the gauntlet, but since the tincture only lasts one hour. Yes, worthless.

Yeah, it didn't need a trade-off. The fact that it wears off and takes probably 2 hours of farming regular critters to get is plenty trade-off. I permanent one would be a good choice because it would be in essence a free property on a weapon, even with the trade-off it could be useful if hunting in doom in regular times is ever made worthwhile again.
