It's outside the North bank. I'm assuming you were at the south bank or as some refer to it as West bank... but no it's at the other Larger Bank.

you can go right to it using a crystl portal and saying "Trinsic Mint" unless you're on Siege, then it's "Fel Trinsic Mint"
