On the patch notes I read under "Housing Craftables", There are limits to the max elevation an item can be placed, Players found to be exploiting those limits will be subject to GameMaster action.

So Im guessing they have not found a fix for the unlimited goza elevation, however unless you are making goza stairs, I think even a ladder would fall under these conditions, and I wouldn't be surprised if someone gets nailed for the goza mats themselves.

As cool as Scribs place is, it wasn't intended to be an option. =|

It's very possible (and probably likely) that this rule could be expanded to include goza levels, but I think as is the language is ambiguous at best.
