On the patch notes I read under "Housing Craftables", There are limits to the max elevation an item can be placed, Players found to be exploiting those limits will be subject to GameMaster action.

So Im guessing they have not found a fix for the unlimited goza elevation, however unless you are making goza stairs, I think even a ladder would fall under these conditions, and I wouldn't be surprised if someone gets nailed for the goza mats themselves.

As cool as Scribs place is, it wasn't intended to be an option. =|

Perhaps, but if we're going to really scrutinize the language of the patch notes, the statement "There are limits to the maximum elevation these crafted items can be placed." The 'these' reference in the patch notes is specifically referring to the new housing craftables, and is seemingly silent on anything other than these new craftables. It's very possible (and probably likely) that this rule could be expanded to include goza levels, but I think as is the language is ambiguous at best.
