OK so what do I do in that situation? The NPC tailor asked for zero gold to improve a norm 10 item cloth deed to a better one. How do I hand the NPC 'zero' of something? It might cause a space-time disruption the likes only seen during the Time Lord event.
The bod started out as a normal 10 cloth and I was able to get it up to 20 exceptional with no charge. I tried it again with another 10 normal cloth and was only charged 100gp the last upgrade to 20 exceptional from 20 normal. The NPC was the tailor in Luna.

Be thankful that you are on a shard that the bribery system is not used that much. It is no different than any other NPC, the less it is used the cheaper its prices get.

The price is per NPC just like when you buy items from a NPC, the price will go back down after a bit. I have every shop Tram/Fel marked in ruin books for Smith and Tailor bod bribe runs. I do runs and then leave them alone for a bit, so prices go down, and then repeat.
You get lucky sometimes I play on a shard where I get that sometimes from the blacksmiths. I actually have a runebook full of all the smithy shops. I can bribe a plain iron platemail set and bribe both the large and small BODS for a Val hammer for not much more than 1m in bribes... Now getting the valorite to FILL those bods, that's a whole different ballgame.
