Lady Foxgloves New Player House have lockboxes for all stages. Just south of Trinsic moongate trammel

Indeed - there are boxes at Molly's New Player House you can train on at various levels. You can get there from the Trinsic moongate, or via a house teleporter at the RAA shop.

There are no Public Lockpicking houses anymore as they changed the way it was done

You only need one box at any one stage of training now
