Are we sure that placing a house on TC1 will not condemn the other house on the account - even though the placement tool gives you a big scary warning that placing a house will condemn other houses?

i place them on Test all the time and it hasn't, Yet.

Yes, it always gives the scary sounding warning, it's lying though. Placing a house on test center does not affect your house on any other shard, if you ignore the warning nothing bad will happen. (if it works like it's supposed to at least)
